Understanding the Scope and Definition of Homelessness
Homelessness is a complex social phenomenon that extends far beyond the simple absence of a physical structure. While the most visible form of homelessness involves individuals sleeping on streets or in public parks, the United States Department of Housing and Urban Development (HUD) identifies four broad categories to define the experience. These include people who are literally homeless, those at imminent risk of losing their primary nighttime residence, unaccompanied youth or families with children who are unstable, and individuals fleeing domestic violence. By broadening the definition, researchers can better capture the "hidden homeless," which includes people "couch surfing" with friends or living in motels and vehicles.
The scale of the issue is significant. According to the 2023 Annual Homelessness Assessment Report to Congress, more than 650,000 people experienced homelessness on a single night in the United States, representing a 12 percent increase from the previous year. This population is diverse, encompassing veterans, families with children, and aging individuals. Understanding homelessness requires moving past stereotypes to examine the structural, economic, and individual factors that converge to leave a person without a stable place to live.
