For much of the twentieth century, the prevailing philosophy regarding traffic safety was centered on the "Three Es": Education, Enforcement, and Engineering. However, for decades, the first two pillars carried the most weight. Traffic fatalities were often viewed as the result of individual failure: a driver’s lapse in judgment, a pedestrian’s lack of caution, or a cyclist’s failure to follow the rules of the road. This perspective placed the burden of safety squarely on the shoulders of the human user. Yet, as global populations surged and vehicle speeds increased, it became clear that human fallibility is an inescapable constant. Even the most attentive driver will eventually make a mistake.
In recent decades, a paradigm shift has occurred. Urban planners and civil engineers have begun to embrace the concept of the infrastructure of safety: how road design prevents fatalities. This approach, often referred to as the Safe System approach, acknowledges that humans are fragile and prone to error. Instead of attempting to perfect human behavior through signs and tickets alone, the Safe System approach seeks to design a physical environment that accounts for human mistakes and limits the kinetic energy involved in crashes to levels the human body can survive.
