The Catalyst of Reform: Glasnost and Perestroika
The disintegration of the Soviet Union was not a sudden accident of history but the culmination of systemic economic stagnation and a radical attempt at internal restructuring. By the mid 1980s, the Soviet economy was faltering under the weight of a massive military budget and an inefficient centralized planning system. When Mikhail Gorbachev assumed the position of General Secretary in 1985, he inherited a superpower that was technologically lagging and socially disillusioned. To save the system, he introduced two revolutionary policies: Perestroika (restructuring) and Glasnost (openness).
Perestroika was intended to modernize the Soviet economy by introducing limited market incentives and decentralizing industrial management. However, these half-measures often disrupted the existing supply chains without providing a functional market alternative, leading to shortages of basic goods and increasing public frustration. Parallel to this, Glasnost sought to foster transparency and allow for critical discussion of the government’s failings. Gorbachev believed that by inviting the public to participate in the political process, he could purge the bureaucracy of corruption and inefficiency. Instead, Glasnost opened a Pandora’s box. For the first time in decades, citizens could openly discuss historical grievances, such as the horrors of the Stalinist era and the failures of the planned economy. This newfound freedom of speech eroded the ideological monopoly of the Communist Party and provided a platform for nationalist movements in the Soviet republics to demand autonomy.
