As the world seeks to decarbonize industrial economies and mitigate the effects of climate change, nuclear power offers a high density, low carbon baseline of electricity that intermittent renewables like wind and solar cannot yet match. However, this potential is shadowed by a significant environmental and technical dilemma: the problem of nuclear waste management and storage. Unlike the emissions from fossil fuels, which disperse into the atmosphere with immediate global consequences, nuclear waste is a tangible, highly toxic byproduct that remains hazardous for tens of thousands of years. The challenge lies not merely in the physics of radiation, but in the creation of socio-technical systems capable of outlasting human civilizations.
To understand the problem of nuclear waste management and storage, one must first distinguish between the various types of waste produced. The industry generally categorizes waste into low-level, intermediate-level, and high-level waste. Low-level waste (LLW) consists of items such as protective clothing, tools, and filters that have been exposed to radioactivity. While LLW makes up roughly 90 percent of the total volume of nuclear waste, it contains only about 1 percent of the total radioactivity. In contrast, high-level waste (HLW), primarily comprised of spent nuclear fuel, accounts for only 3 percent of the volume but carries 95 percent of the total radioactivity. This spent fuel contains transuranic elements like plutonium-239, which has a half-life of 24,000 years. The longevity of these isotopes necessitates a storage strategy that is stable over geological, rather than historical, timescales.
